Mr. Sora Lokita joined ANCORS in May 2009 as a United Nations-Nippon Foundation Fellow. He will be in the centre for six months (May-November 2009) before continuing on the second phase of his fellowship at DOALOS office, in New York, the United States.
His research is about the role of archipelagic baseline in maritime boundary delimitation. He comes up with this topic since he observes that it is mostly unclear whether the system of straight archipelagic baselines in question had any real significance in determining the final location of the maritime boundary delimitation line. The research will identify and analyse the legal and technical issues, including case studies, in order to illustrate and highlight key complexities in maritime boundary delimitation faced by archipelagic states in respect of their archipelagic baselines.
Sora holds a Bachelor degree in International Law from the Faculty of Law, Trisakti University, Jakarta, Indonesia, and a Master of International Law from the University of Sydney, Australia. Since 2003, he has been working for the government of Indonesia as a legal officer in the Centre for Boundary Mapping, the Indonesian National Coordinating Agency for Surveys and Mapping (BAKOSURTANAL). In this capacity, he provides supporting information and legal analysis and advice for his institution in relation to national policies and issues in respect of Indonesian international/national boundaries. He also has been serving as one of the members of the Indonesian delegation in some series of negotiation and meeting between Indonesia and its neighbouring countries.
